Harems, what to wear on top half?

I'm fairly large chested a size 14/16 on top, want to wear my harems but have no idea what to wear on top.

Not into skimpy tops or sleeveless as I'm an apple with bingo wings, how do I cover the top half in a flattering way without looking like a windsock?!

As a fellow apple I'd say no to harems as I think they only look good with tight fitting vests etc on top.

Could you wear with a tight-fitting vest but put a thin, loose shirt on as well?
