Random question - chest sizes

I'm looking to order a hoodie that is uniform for an event I'm taking part in. The unisex sizes that I think might be suitable are small (36 inch chest) or medium (38 inch chest).

I'm a size 8 so initially thought I should go for a small (I wear a 30 back bra), however, the largest part of my bosom is 37 inches. Do I use my back size, or my bosom measurement? I'm so confused and the size chart just doesn't answer my question.

I would allow for the measurement around the fullest part of your bust

Thanks - that's what I thought but it has been a looooong day and I've had wine to try and forget it :)
