Eyebrow tinting with white hair?

Mum aged 79 is looking good. She wants her brows done (and her beard removed) via threading. I wish to make this 'special' and want her brows tinted as well for the real Bee-yooty experience.

But will she look off with white hair? it's highlighted silver and blond.

No it looks good with white hair. The brows still need to be darker than hair to frame the face. Just a light brown or grey and brown mixed tint. Tell them she wants it light and natural looking.
Remember she'll need to go in for a patch test 24 hours before. Don't go anywhere that will tint without a patch test.

Could one use a home kit? Dybrow?

You could but they are usually very dark and hard to get right. You'll get a much better result having it done with the threading at a salon/brow bar.
