Whilst I'm not a massive fan of the dress I think it will look fine with the shoes.
Bold shoes with LBD is pretty classic,

I'd stay away from sparkle on the eyes, how about muted mauve/charcoal/purple smoky eye and nude lips?

Sorry but I think the dress and shoes together would look a bit (whispers) tacky. Black shoes better, especially if you want to go for gold eyeshadow.

Ditch the shoes (they look 'inexpensive', particularly the platform sole and the shiny fabric) but wear the sparkly eyeshadow!

Definitely don't use the shoes.
Can you change the belt on the dress? Go with something subtle yet classy.
