Not important at all times no, but it does depend on what those times are. Going out for a country walk in January will be no make-up, hair tied back under a hat, warm and practical clothes with no thought to colour or style, it's just not relevant.
Going to work hair will be tidy, clean and neat clothes, discreet jewellery (the same every day) and minimal make-up. Same for school runs, shopping etc. That's well presented for those occasions
Night out will be dress according to venue/event, hair properly styled, more make-up and jewellery. Again well presented for those occasions.
Comfort is the number one priority so heels are never worn and skirts/dresses rarely. OTOH I don't have loungewear or wear PJs around the house, just my regular clothes, I like being ready to go out at a moment's notice.
I would hate to feel I could never leave the house without make-up, to me that would be very restrictive. I never have beauty treatments other than a manicure about one a year, haven't used fake tan since about 1989, don't have my hair professionally coloured (use henna about twice a year at home). Nothing wrong with those things, but they are not me at all.
