Looking stylish in cold bad weather

I feel like I look OK until I put on my coat, hat, scarf and boots and suddenly look like a bag lady! Moan coming up, any advice (and links) welcome! I work PT but don't need to be any smarter than for toddler group.

hair - windswept. No point straightening it.
If I wear a naice wool coat, it's rubbish in the rain, and I can't manage an umbrella with the buggy. So hooded raincoat it is.
Boots - I need some that look smart(ish) AND are warm. Daren't wear uggs to work, but all my nice office flats are obvs no good - cold and wet feet.
I have a furry topless hat thingy (faux fur of course) but I feel like Santa in it.

Can you put your hair up? Or plait it? Go with the raincoat, at least you will be dryish. Would you wear DM's? You can get shearling lined, but they are £££.
