30th birthday outfit...help please!

It's my 30th birthday next week and my lovely sister has organised a party. I'm having real trouble finding something suitable to wear; if I'm not in my work uniform I'm usually dressed in dog walking clothes and wellies!
I'm 5"3, slim and dark and open to any suggestions (which will be most gratefully received). Ideally after something with a little sparkle and that I can wear with black tights and also prefer sleeves if possible.
