I just take it to mean frumpy. A bit like "mom jeans".

As for those, I have to say they may be a little mum-boot-ish. Difficult to say why.

On me they would look frumpy - something about the way they are cut at the ankle
On someone younger who dresses more quirkily (DD 24) I think they could be pulled off

I'd say given your post on here you're not sure about them. Trust your instincts and I'd suggest not spending money on anything you don't absolutely love.
