My hair is a layered bob that touches my shoulders, is it too short for the

Is that the thingie with the swirly barrell?

If so, then you will probably be ok using it on the ends of the longer layers, but the shorter ones might not take - even if the hair is long enough to get swooshed up into the barrell iyswim.

I lent mine to friend with just above shoulder bobbed hair so she could try them out and she ended up not buying it
