Makeup for a novice

I've always been a bit crap with makeup and would like to finally learn how to do it properly. I was thinking of going to a counter, but there's so many and I don't want to be talked into buying lots of crap I don't need/doesn't suit my skin just because they have sales targets and I don't know any better. Which ones are worth a visit/to be avoided at all costs? I've got a pretty small budget but would like stuff that actually works so I'm willing to spend a bit more if it's worth it.

I love urban decay.
Also Boots No 7 and some L'Oreal.
All the above are reasonably priced.

Laura Mercier is a good counter for beginners as tends to a 'your skin but better look'. Also does a great range of tinted moisturiser which is a good starting point for beginners some of us have never moved on
