dry red flaky patches on DD's face

DD is 5 and has a couple of dry patches on her face-about the size of a 2p coin. They don't particularly itch but look rather sore and unsightly. I've tried a blob of Sudocreme, 8 Hour Cream, Vaseline, Astral, Waitrose Bottom Butter and Aqueous cream (not all at once!) but none of them seem to shift them!

Before I brave the ridiculously complicated booking system at my GP-does anyone else have any recommendations I can try??

Hopefully not impetigo

I don't think it's impetigo-it doesn't look like that and she has had the same two patches for months-since the winter, that just won't go away! They haven't changed, spread or got worse.
Can you buy a steroid cream or do they have to be prescribed?
