how do i know if the bulb needs replacing on boots smooth skin IPL?

I bought one 2nd hand from ebay. No way I could afford new. Have had a couple of shots of it, so not expecting to see massive results yet.

It makes a noise (fan) when it is on, charges up, little red light comes on if it is against your skin and it clicks when you press it.

But would you expect to see the flash? Does some of the light normally leak out as it were or does the fact it is against your skin stop it? Don't want to sit there like a numpty clicking away if it is not lighting up.

There should be a really bright flash when it's clicked, so sounds to me like you were sold a dud :(

I had one and it stopped flashing after a month. Contacted them and they (eventually) replaced it, but I had to provide my Boots receipt as proof of purchase.

I got a Philips Lumea IPL last week.

It makes a fan noise as you describe, OP but it also flashes when clicked. A bright flash, like that of a camera.
