Dresses suitable for work? And what shoes?

I would like an not overly formal dress for work which is "business dress" but find a lot of dresses overdressed for work. Also shoes are a problem not allowed sandals or ballerinas.

I don't know what your budget is but I saw this dress today and thought it was nice for work. They didn't have my size unfortunately though.
