Girls jeans / tights that don't fall down??

I have a rather strapping 4 year old daughter; not fat but on the 98% centile for height and weight. Pretty much everything I dress her in that features a waistband falls down on her. Every time she turns around I'm faced with a builders bum. The crotch of her tights is always between her knees. I didn't have this problem with my oldest daughter and I don't know what to do! It wasn't such a problem in summer because she just wore dresses with knickers underneath but now it's freezing and I have to put her in tights or trousers which inevitably start slipping down moments after i put them on. I think she might need 'high rise' jeans - I'm wondering if the distance from her crotch to her waist is abnormally long??? Anyone know of any jeans / tights that are particularly good at staying put? She's reluctant to wear braces....don't really blame her...

have you tried looking on the vertbaudet web page? they do three different hip/waist fittings for trousers and the styles are lovely. Otherwise how about dungarees?!
