Tips for telling the difference between dry and dehydrated skin?

I have tried googling how to tell whether parts of my skin are dry or just dehydrated but I'm still struggling. Does anyone have any foolproof tips?

For what it's worth, I find even a BB cream does not go on that well on parts of my skin but fine on others. Skin never feels painfully tight or anything, even after washing. No problems with breakouts. I use a cleansing oil and night and a cleansing cream in the morning followed by moisturiser. Nothing expensive, all Body Shop stuff.

I think you are probably dehydrated, rather than dry.
