Shoe width query

So DD who is 2.5 has always been an F width since she started wearing shoes at a year old. I've always got her measured properly.

I ordered a start rite measuring gauge to measure at home and it swears she is now a C width... Is this even possible?? I've done it again and again (religiously following instructions) and it always comes out as C. But C is so narrow isn't it? Anyone else had this experience with doing measuring yourself?

I think start rite measure totally different to Clarks. I have their gauge too and its only suitable for their shoes.
