What accessories with this dress?

I've just bought this bargainous skater dress from French Connection, which I will be wearing to an event tomorrow evening. It is described as black, but I'm convinced that it is very dark Navy with black dots. I think it needs some jewellery, and I'm not sure about tights (black opaque, I guess?).
The event is relatively formal - there will be lots of well-dressed people. I can get to most high-street shops; any suggestions as to how to put this together?? The dress itself is non-negeotiable - I love it, it suits me, and I don't have time to try on loads of other things.
(I am short, by the way, and pear-shaped - small boobs).
Help?!

Oh, and I don't have any black shoes. I have dark brown boots (I'm guessing this is a no) and dark metallic blue ballet pumps. How best to make the footwear work? Or do I really need something else? In which case, what? And how cheaply can I do it? Heels are a definite no. Sorry!

I'd wear something like that with nude tights and really high black heels, or, if it had to be flats, maybe leopard print ballet shoes. But tbh I think it needs heels. The boots are deffo a no.

Ok - I've seen a nice silver chain. Will try that with nude tights and my pumps and hope no-one looks at my feet!
