How to "Sharpen" Lancome Lip Liner

Disclaimer - obviously I am incredibly stupid.

I have a Lancome "Le Contour" Lip liner. It looks like it should swivel up somehow but it doesn't. On the website it is described as "Never needs sharpening" so I assume I don't sharpen it then?

How do I line my lips when the pencil tip has run down then?

I thought it was just me not getting this idea!
Eyeliners that never need sharpening......yeah, so I've used it, and was expecting it to be shapened inside the casing somehow, but no. Now I have a blunt eyepencil for superthick lining????

I have looked online and it seems if you twist the barrel, more should come up, but it just isn't happening. I don't have time to go traipsing back to where I bought it from and have thrown away the receipt. Bloody furious!
