Concealer for eye area?

Hi all...this is probably a silly question, but - do you put concealer on before, or after applying foundation?

& if is before, as Ive seen mentioned elsewhere on line - then how exactly doesn't it get all rubbed off when you then apply your foundation? . I apply my foundation with a sponge...not used concealer before but want to start (have seen 'concealer sticks' which look nice) so, should I also be applying foundation with a brush really, would that make it easier in terms of also wearing concealer?

Any tips/info oh wise ones....?
