Yet another bra thread - intervention fail, help needed please!

After lurking on the bra intervention threads I've re-measured myself and found I've been wearing the wrong size (32D) for years. My actual measurements are 28 under bust and 35 fullest, which I worked out to be a 28F. However I've now bought a couple of bras in size 28F and neither of them really fit properly so I'm wondering where I'm going wrong?

One of them is a Panache Cleo which on the tightest fastening digs in at the front and rides up at the back and the other is a Bravissimo Satine which fits better on the band but the cups seem too large as they only sit right if the straps are quite tight. Have I worked out the size wrong? Any suggestions of other sizes/brands to try would be great!

Which Cleo is it? And where is the satine too big, is it all over the cups or at the top near where the straps meet

The Cleo is this one. The Satine looks too big at the top and also in the middle, as if I should be filling the cup more. Sorry not very good at describing it!
