Red chest area...

I've had this area of burst blood vessels? Here for a while. Just noticed this morning that it seems to be getting bigger, now a bit on my neck and boob. Any ideas what it is or how to fix it?

I'm generally always covered up. I noticed it first probably 4 or 5 years back.

Necklace allergy? Perfume? Item of clothing irritating?

Does it flare up when you eat / drink / change temperature?
