Stubborn chin hairs!!

Oh dear this is embarrassing but I have a few hairs becoming more noticeable on my chin. One in particular is coarse black and a persistent offender! I pluck it out no problem but it soon reappears.
Sometimes I haven't noticed it until I catch myself in bright sunlight and am then mortified as to how long its been there!
I have a few others but not as coarse or dark.

What causes the odd thicker one and what's the best thing to get rid of them permanently?

Yes I would like to know too! I'm confused about the different types of lasers and I've heard mixed reviews.

I've been told this is hormonal and even lasers won't be permanent! :-(
I use a tiny bikini line razor from superdrug. It shaves close but is so small it is easy to target the dark offender without shaving off lots of blonde fuzz and making it obvious (in profile) you shave your chin.
