Kids summer jackets

Don't want to spend much, just want lightweight, water resistant at least, and hoods that stay up when it's windy. I can find ones for my son easy enough, but not for my DD who is 18 months. Can anyone help?

Thanks, do the hoods on those coats stay up? It's hard to see if they're elasticated all on links on my phone!

The hood isn't elastic on our one.

The only coat DD has had with a hood that properly stays up is an infant North Face jacket
