Make up pooling under eyes

So, no matter what eye make up I wear it ALWAYS ends up under my eyes and I look like I've been punched. I've tried waterproof mascara, primer etc and nothing stops it happening.
Advice please?

Oops. Mascara. My favourite is loreal double extend beauty tubes mascara. It forms a plastic tube around so it can't melt and run.
