Please help. Skirt issues

Hello lovely ladies of style and beauty,

I have recently decided that I need to make a bit of effort with my appearance and am I total novice so please be gentle with me.

I have worn jeans pretty solidly for 30 years but recently bought a cord skirt which I thought would look nice with boots and tights. It does but only if I remain perfectly still. The slightest movement and it begins a rapid ascent of my legs turning it into a very mini skirt indeed. Do I need a slip? Do such things still exist? I had them as a child, probably the last time I was in a skirt but have not noticed them since. Please help before I revert to jeans and never again try to look a bit smart.

I'd love to know how to solve that too. Slips are definitely still on sale and I have tried them but not always with success. It seems to be the shape of the skirt/dress that causes the problem as not all of them do it.
