Is this naff and/or frumpy?

I have this dress, but in silver:

It looks shapeless and frumpy as it is, but with a belt it fits more like this:

However it is too long and loose, so I would have to take it up to be a long top/short tunic (still belted)...just covers the bum. So would therefore wear with black skinny trousers and nice heels.

Belted and taken up, is it past its time or still ok? It's to wear at my husband's 40th birthday party - I am 34 (and a size 12-14).

Yes it is naff and frumpy-sorry. You need something much nicer for your dh's 40th.

You can do better. I don't like cowl necks much. I think they add too much bulk where a simple, elegant neckline and a fab necklace would look far nicer.
