can this jumper be saved?

my favourite jumper- it bobbles like mad, and moults too, is there anything I can do to change its behaviour please?
It's made of 32% viscose, 29% cotton, 29% polyamide and 10% angora.

One of those de-bobbler combs and no fabric softener. TWC does those combs for a fiver.

Try shaving it. No really, with a disposable razor. It does work.
