What to do with this plain dress?

I was thinking maybe a pretty sparkly collar or something --are those still fashionable?-- has anyone got any advice/tips/suggestions of some other way to customize it?

a sparkly collar would be fine. you could easily get away with some colourful jewellery/scarves/sequinned cardi with this dress.

some large white buttons would give it a very 1960s look
or pearls for an audrey hepburn style.

ostrich-style fake feathers or black lace on sleeves?

I like the idea of doing something on the sleeves because then I could still do the cardi thing.
