damaged hair - calling experts

ok a hairdresser thinned the back right hand side of my hair last May. God knows why.
I noticed next day - went back in , it was all pointy when i straightened it as she had thinned it rought around to the centre back ( I know)
i straighten my medium thickness hair VERY lightly.

was reassured it was fine. Hmm ANWYAY over the summer I think the heat I used made the hair break and for a while i had a 2 inch length difference there.
mate who is hairdresser has tried to even it out and its ok, but I can still feel a difference of texture on that bit - it feels wooly and has lost its curl.

the top of that section of hair near the roots is ok.

SO my qs are - will it grow out and return to normal? does hair ever NOT grow?

It feels wooly becasue it was razored I suspect. You need to wait until you have enough length to lose the wooly bit without it being too short. All hair grows unless damaged at root How long is it? If you cut it all to ablove the wooly bit would it be an ok length
