I don't think any plumper really plumps lips unless they contain chili peppers but those ones really sting, they're painful and they irritate the skin, with prolonged use they do more harm than good. DuWop's Lip Venom and Urban Decay's Lip Plumper your-style-guide.com/best-lip-gloss-for-plumping/ are a couple of examples.
New age plumpers contain microspheres of marine collagen and hyaluronic (sp?) acid said to plump lips but some clinic analyst did a report online which discovered that these molecules were too big to penetrate the porous skin on lips so they just end up remaining on surface and don't really plump. Brands include Lipfusion, Physician's Formula Lip Potion, etc.
Despite this, I love Lipfusion (regular, not XL, not Plump&Replump) the best for these reasons:

- Colors - all translucent tints none too opaque which is a great accompaniment to the smoky eye look
- Lightweight
- Tasteless
- Nice angle of flocked applicator
- Long-lasting for a gloss
- Nice minty tingling numbing feel (vs burning)
