Forehead spots under skin?

I've had these spots forever, and would live to get rid of them. They are like bumps in/under skin which don't turn into anything squeezeable. Rest of face is not as bad although I have some on cheeks too but forehead most noticeable. I've tried clarisonic, scrubs, peels etc. could it be diet related?

I get these. Cutting out sugar helps but is too hard! Best thing is lots of sunshine- but not our winter sun, tanning sunshine iyswim.

my dd has had this - could be just teenage skin for her, but she found that very hot water on a flannel with a skin scrub, then piling on sudacreme, not touching her forehead really helped.

It could be something called hyperplasia I think - google it. If it is, then applying a strong concentration of a BHA liquid not containing alcohol is supposed to help.
