Is the measurement the smallest it fits or the biggest?

So if a (men's)belt is available in 34, 36, 38 etc and someone wears a 35 jeans do you go for the 34 or 36?

I think the 34. You can always punch more holes on a bigger belt, but I don't like the long length of flappy bit left over so always get the neater version.
