Which eye product?

I am a low maintenance kind of girl, but at 34 I am noticing the wrinkles setting in around my eyes (not to mention the constant black bags). I wondered if anyone can recommend a good eye cream for wrinkles etc. I want to spend under £20, but there is just such a huge choice, I wondered if anyone had any recommendations?

I've tried everything. Nothing makes my under eyes look better. They age my appearence greatly so I am having surgery next year. I'm 38.
