what does peplum mean?

am seeing this a lot lately but have no idea what it means??

Its a sort of sticky out frill at the waist on a top or dress.

It's the frilly bit that fans out from the waistband of a top or dress. On a dress it's generally over a straight or pencil skirt bottom.
