It's actually called a 'Foot Buffer'.

I definitely scrub with mine though.

Cool isn't it! I love the thing but it would be good if the label was less wank and more informative.

it's good on the sides of my big toes,which got buffed by it about ten minutes ago! (the bit in the handle, that is)
