Cropped leggings?

Will I look like I am trying to reclaim my youth?

Fancy wearing them under the £1.99 H&M dress, which I suspect will be too short otherwise, should I stick to skinnies?

Also fancy wearing them under my denim mini which I have lived in all winter, or will I look daft?

Am 36 5' 10" size 12 if that makes any difference.

Or for that matter would proper leggings be better, do full length leggings look odd with flip flops?

You'll be just fine chuck! I make plenty of use of my leggings, crop and non-crop, in the spring/summer and like you, I wear them under denim minis and dresses. They are comfy and look fine. Go for it!
