I most definately would. People could be laughing / talking about her without her knowing.
My DD is younger than yours and she has had her upper lip waxed. Its probably more noticable as she has dark hair.
When I was younger I bleached my hair but people still noticed it. An ex also commented on it. I would go for either waxing or threading def not shaving.
My sister is a holistic therapist and deals with clients daily and hasnt come across any horror stories with waxing .
