Adding step parent to PR

What are the chances of a court allowing a step parent to have PR alongside M & D?
We'd like to add DH to PR for a number of reasons - but ex H is unwilling to sign the form to allow it.

Is it worth paying the fee to do it through court or will it be a flat no if ex doesn't want it to happen?

Nothing dodgy going on, not trying to oust ex out (though he doesn't make any parental decisions anyway)

You're better off posting in legal..it may be an uphill battle with your ex not in agreement though.

It's partly to do with planning purposes will - we've been asked to consider what happens to the children should something happen to us.

There is no family to name and ex really isn't capable of managing my son on his own full time. It's not just me saying that as his ex - his mum is in full agreement that he couldn't juggle full time parenting and all that goes with it. He can barely cope with just sorting himself and needs help from his mum. If H has PR, he would at least have joint responsibility for my son should anything happen to me. I mean, hopefully it won't but I've got to plan too.
