Step parent adoption

Apologies as I'm not sure if this is the right place to post or not.

I am a mother of two, my youngest is the biological child of my partner, my eldest isn't. However, he has been her dad in all ways but one since she was six months old (she is now two) and we have all been living under the same roof for over a year now, and my partner and I are engaged to be married next year. So we're seriously considering my partner adopting my DD, the sooner the better in my opinion. I've read a little about it, and I'm a bit concerned about the fact that the biological parent may be asked permission for this to happen. Long story short, he's not exactly the type that would agree to it despite the fact he has had no part in his daughters life for a very long time. Of course I feel it would be in the best interest of my daughter to do it, given the fact that she is already growing up in a stable environment with two loving parents and a half sibling.

I am just wondering if anyone has done this and what the procedure involves, is it difficult to do, and if they always ask permission of the biological parent or if my circumstances would rule that out.

Thank you for anyone's input :)

my bil did this.

had a few meetings/ assessments

bio Dad disputed it and it went to court where the family judge ruled on the second day that hehad no real imput into his childs life, had provided nothing for her and was more concerned for his rights than the best interest of the child.

so bil got to adopt her. think it took a year all in?

That's very reassuring, as my ex is in the same position so I can imagine the same thing would happen. I am expecting it to be a reasonably lengthy process anyway. Thank you :)
