name changing

Not sure if this is the best place, or if it should be in legal or somewhere....but figured someone here must've been in the same situation!
Dps ex got married yesterday (to the guy she's been with for years), and today - in the middle of a big argument - dsd1 announced that she wanted to change her name to her mums new married name. I personally don't think she's really bothered one way or the other, she was just trying to (successfully) hurt dp.....but what I want to know is, can she?
If she does mean it, can she change her name even though dp really would prefer her not to?

Is your DP on the birth certificate and how old is DSD?

Heidi - she's 14, he is on her birth certificate, and she has always had his surname. He and her mum never married, and he didn't have automatic parental rights since the legislation for that is fairly recent - but he went to court about 2 years ago to obtain that.

If he has parental responsibility then would need his permission to change until she is 16.
