My ex partner has just had a baby with his new girlfriend, she already has two kids who live with them which makes a dent in my money, will him having another child in the house lower it further?

Yes it will. The money has to be divided between all the children.

It seems unfair, but the CSA system is designed to ensure that both parents contribute to the DCs financial wellbeing - based on their income and other DCs they are responsible for - it's not supposed to be an equal split; and it is very unlikely that it would be if the family were still together.

Yes, I am afraid this is right.
Which is why my Dh's ex had him gelded a couple of months before she walked out on him.
