Anyone know about Cold Weather Payments

If you have a child receiving the higher rate of DLA, are you elgible for a Cold Weather Payment? I can't make sense of the various government websites, and the helpline is closed! Perhaps they're off work because of the snow!
We don't receive any other benefits other than Child Benefit and DLA at the higher rate for personal care and middle rate for mobility.

I think you have to be on benifits

you need to be on income support as well as getting high rate DLA unfortunately
