Gaining an unbiased EP

My son is in year 5 of primary school. he has a full statement. He are keen that he attends a special school for secondary because we feel its the only environment that can properly cope with his speech and language needs. However, the school is independent and therefore fee paying. We are keen to prove that this is the only option for our child and that the local authority should pay the fees, because there are no alternatives for him. All of our experiences with the LA have been difficult; they tend to 'underplay' his difficulties in order to minimise the help they have to give him - clasic economic cost cutting by the borough.
Does anyone know if we can get an independent EP report which we can then use to argue our case. If so, can anyone reccommend somewhere to go to have the EP carried out? we are London based.

Independent EP isn't going to do you any favours. The LA authority EP should give a professional opinion on what your child needs, EPs are not part of the same mechanism that awrds funding, they do not make they recommendations based on funding.
