Technically ds2's motability car is his, so, should i make him pay for a parking ticket?

Do you think Kensington & Chelsea council would be kind if I wrote a letter from him offering to pay 50p a week out of his savings?
The ticket is £40 bastards I had his badge displayed BUT apparently that council (& some other central London councils) has chosen to opt out of the national blue badge scheme!

I do feel for you, but I'm sure it even says in the handbook that there are different rules in central London for the blue badge scheme. It's near on impossible to find a space where you can use it.

I know I just never thought to read the book before I went & it varies from borough to borough.
I was visiting friends & asked if i needed to pay, it was on a metered parking bay (not yellow lines or anything).
I checked the meter, no notice about disabled to pay normal tariff.
Even my friend who lives there thought it was OK to use the badge but the very efficient warden obviously thought otherwise.

I rang to query it & they confirmed that they opt out of the scheme.
Will just hve to remeber to use the meter next time!
