dd is probly going to have to have a splint for her left foot - so will probly go up a shoes size on that foot -so will i need to buy two pairs of shoes to get the right sizes?

I know that Clarks will sell you "mismatched" shoes for about 1 1/2 times the price of a normal pair- ask instore.

Fairydust - IME the main thing with fitting a shoe over a splint is that the shoe can open up wide right down to the toe. Lace-up trainers are good, for e.g. Then, you might get away with one pair.
