DLA and SMI rules

I'm doing my youngest's dla renewal form. He's 11 and currently gets high rate care and low rate mobility. But I'm wondering if he would qualify for high rate mobility and a blue badge under the SMI rules.

He has autism and he is cognitively average but his emotional development is similar to a 3 year old. He runs into the road unless I hold on to him or put him on reins. He needs constant supervision, at home and at school. He has an ehcp with 1-1 in lessons and supervision at break/lunch.

You can see the SMI criteria flowchart in this document. To be eligible you need to prove every part of test. Also look at Contact’s webpage here and Contact’s leaflet.

For a blue badge you can get one without HRM, I asked to apply under the hidden disability criteria for my son when he was 4 before he got LRM and they issued one.
