LA withholding WD?

We lodged a B, F, I appeal in February for phase transfer year and our tribunal date is in May. The LA sent me the working document 3rd March and I returned it 6th March. They've not returned it back yet even though I've emailed 3 times with 2 week intervals. They said they will email it back at their earliest convenience. We now have more evidence (private OT) to add for B&F, and the final evidence has to be in next week, and the Working Document has to be in the week later.

What happens if the LA doesn't send me back the WD to add more evidence to? Does that just never get added or considered at tribunal? What should I do in this situation?

If you have further amendments to propose, you can make them now and send v3 to the LA. You don’t have to take it in turns.

The WD can be worked on right up to the hearing even after the date in the directions for it to be sent to SENDIST.

It is normal for many LAs have much longer gaps between engaging with the WD process. Some LAs only do so closer to the hearing.
