found the below in the GOV website. I can’t find anywhere it says continual both day and night?

  1. lowest rate - help for some of the day
  2. middle rate - frequent help or constant supervision during the day, supervision at night or someone to help while they’re on dialysis
  3. highest rate - help or supervision throughout both day and night, or a medical professional has said they might have 12 months or less to live

It doesn’t have to be continual. It has to be throughout the day and night.

But you didn’t ask what the criteria for high rate care is. You asked if continual supervision day and night would constitute high rate care. I said continual supervision day and night would be classed as high rate care in response to your question. If you actually meant what is the criteria for high rate care then my answer would have been different as it was in another recent thread on this board.
