Lockable tap device?

Could I ask advice please?
Looking for a way to stop a child constantly turning taps on- any tap locks that work?

The only thing I can think of is to access the tap turn on the pipes. May look like that on the photos. Turning this screw like head in the centre with a flat screwdriver, will stop the water flow. I remember a post a few years ago similar to this and the only thing we could find was a lock for an outdoor garden gap.
