Section F

I had some really good advice last time I posted, so I'm hoping that I can get some advice on the section F.
An AR has been arranged for this coming Friday. School seem most interested in the funding where as I want to make sure that the section F is tightened up and specific to DS's needs. The coordinator from the council has been absolutely useless and hasn't added any of the points I've asked for. He hadn't replied to any contact made by the school or parents, in fact, I've never met him and he's not attending the meeting, he's never attended a meeting for the EHCP. At the meeting will be the new EP, school SENCO and parents. The SALT can't attend.
So it's up to me to do the section F. I've put all the support needed and used phrases like X needs, X must have, the teachers need to, the teachers must. Is there anything else that I need to do? Can I force these points to be added? Most of the points are supported by the SALT and previous EP reports. If anyone has been in the same position of having to write the section F I'd really appreciate some tips.

If the LA won’t include what you want the only way to force certain provision to be included is by appealing when the LA either don’t amend or amend but not to your satisfaction.

The provision in section F comes from the reports, so you will need evidence for everything you want including. When were the EP and SALT assessments carried out?

The SALT assessment was done last Friday and the EP assessment just before the Christmas break.
It's not really that the LA won't include the points, it's more that the coordinator hasn't done anything about it. The section F is pretty much blank.

So I will need to write -
X must be offered movement breaks when overwhelmed as directed by the EP.
X must be given a now and next sheet as instructed by the SALT.
Like this?

Ignoring parents and dragging their heels is a classic tactic of the LA not including provision in section F. They hope you won’t follow it up. However, I wouldn’t have expected the LA to have done anything between the assessments and now. Things don’t move that quickly, they will wait until after the AR so they only have to go through the amendment process once.

Not enough detail, specificity or quantification. At a basic level who will offer movement breaks, where, when, what will they consist of, define overwhelmed… Who will give now and next boards, when… What are the outcomes the provision is linked to. It doesn’t necessarily need to include “as directed by the EP” because the reports should be referenced in the EHCP anyway.
